The trick here is in the use of the word 'definitely.'
Superconductors will obviously have smaller losses than regular
transmission cables.
Decreasing the current helps because of the formula for power loss
in transmission lines:

Increasing the voltage also will help because if you increase the
voltage, the current must decrease in accordance with conservation
of energy. Hence (c) is essentially the same as (b).
Changing the material MAY work but it depends what material you
change to. If it is one with a larger resistance then it will not
help at all.
